Public health ethics, like the field of public health it addresses, traditionally has focused more on practice and particular cases than on theory, with the result that some concepts, methods, and boundaries remain largely undefined. This paper attempts to provide a rough conceptual map of the terrain of public health ethics. We begin by briefly defining public health and identifying general features of the field that are particularly relevant for a discussion of public health ethics.Public health is primarily concerned with (...) the health of the entire population, rather than the health of individuals. Its features include an emphasis on the promotion of health and the prevention of disease and disability; the collection and use of epidemiological data, population surveillance, and other forms of empirical quantitative assessment; a recognition of the multidimensional nature of the determinants of health; and a focus on the complex interactions of many factors—biological, behavioral, social, and environmental—in developing effective interventions. The main argument in this article is that the Australian government in power from 1996 to November 2007 failed women's domestic security by denying the central policy role of women's organizations in the struggle against domestic violence and by successfully expunging public debate on gender issues in Australian governance, while participating in the ‘war on terror’ to guard national security. In bringing together a discussion about the war on terror and the importance of feminism for women's security, key issues about (...) feminism, race and gender are considered. This article also explores the prevalence of violence against women and the social implications of the lack of leadership in public debate about the gendered nature of violence against women. Under the Australian government led by Prime Minister John Howard that gained power in 1996 and was defeated in 2007, women's organizations lost financial support and women's policy infrastructure was decimated. Violence against women, however, continued to increase, reaffirming women's place in Australian society as insecure and dangerous. After more than 30 years of struggle to maintain domestic violence and sexual assault as serious social policy problems, provide services, support and advocacy for women who are victims of violence and assault, women's organizations are coming to terms with a society where there is a blindness to the role of gender in violence against women. Throughout the biological and biomedical sciences there is a growing need for, prescriptive ‘minimum information’ (MI) checklists specifying the key information to include when reporting experimental results are beginning to find favor with experimentalists, analysts, publishers and funders alike. Such checklists aim to ensure that methods, data, analyses and results are described to a level sufficient to support the unambiguous interpretation, sophisticated search, reanalysis and experimental corroboration and reuse of data sets, facilitating the extraction of maximum value from data sets (...) them. However, such ‘minimum information’ MI checklists are usually developed independently by groups working within representatives of particular biologically- or technologically-delineated domains. Consequently, an overview of the full range of checklists can be difficult to establish without intensive searching, and even tracking thetheir individual evolution of single checklists may be a non-trivial exercise. Checklists are also inevitably partially redundant when measured one against another, and where they overlap is far from straightforward. Furthermore, conflicts in scope and arbitrary decisions on wording and sub-structuring make integration difficult. This presents inhibit their use in combination. Overall, these issues present significant difficulties for the users of checklists, especially those in areas such as systems biology, who routinely combine information from multiple biological domains and technology platforms. To address all of the above, we present MIBBI (Minimum Information for Biological and Biomedical Investigations); a web-based communal resource for such checklists, designed to act as a ‘one-stop shop’ for those exploring the range of extant checklist projects, and to foster collaborative, integrative development and ultimately promote gradual integration of checklists. Mechanisms that contribute to perceptual processing dysfunction in schizophrenia were examined by Phillips & Silverstein, and formulated as involving disruptions in both local and higher-level coordination of signals. We agree that dysfunction in the coordination of cognitive functions (disconnection) is also indicated for many of the linguistic processing deficits documented for schizophrenia. We suggest, however, that it may be necessary to add a timing mechanism to the theoretical account.

Classical Indian views of the self and person range from maximal to minimal conceptions, from a view of everyone's true self as the supreme being, infinite, immortal, self‐existent, self‐aware, and intrinsically blissful, to a view of the person as nothing more than the living human body that ceases to be at death. There is a long lineage of philosophers concerned with coming to understand what explains everything broadly construed, or within a certain, restricted domain. We call such explanations ultimate explanations. Contemporarily, philosophers of a certain stripe have devoted much attention to the notion of fundamentality - that there is something which is without explanation. This Element explores some of the connections between fundamentality and ultimate explanations both contemporarily and historically.

Given the centrality of arguments from vicious infinite regress to our philosophical reasoning, it is little wonder that they should also appear on the catalogue of arguments offered in defense of theses that pertain to the fundamental structure of reality. In particular, the metaphysical foundationalist will argue that, on pain of vicious infinite regress, there must be something fundamental. But why think that infinite regresses of grounds are vicious? I explore existing proposed accounts of viciousness cast in terms of contradictions, (...) dependence, failed reductive theories and parsimony. I argue that no one of these accounts adequately captures the conditions under which an infinite regress—any infinite regress—is vicious as opposed to benign. In their place, I suggest an account of viciousness in terms of explanatory failure. If this account is correct, infinite grounding regresses are not necessarily vicious; and we must be much more careful employing such arguments to the conclusion that there has to be something fundamental. Fifteen leading philosophers explore metaphysical foundationalism, the idea that reality has an over-arching hierarchical structure ordered by relations of metaphysical dependence, where chains of entities ordered by those dependence relations terminate in something fundamental.

Metaphysicians of a certain stripe are almost unanimously of the view that grounding is necessarily irreflexive, asymmetric, transitive, and well-founded. They deny the possibility of circles of ground and, therewith, the possibility of species of metaphysical coherentism. But what's so bad about circles of ground? One problem for coherentism might be that it ushers in anti-foundationalism: grounding loops give rise to infinite regresses. And this is bad because infinite grounding regresses are vicious. Although it is very often taken for granted that there is something fundamental, the literature appears to have developed with little to no careful consideration of what exactly it is that the fundamentalia are supposed to do. If we are to have a good reason to believe that there is something fundamental, we need not only to know what exactly it is that the fundamentalia are invoked for, but why it is that nothing else is available for the task to (...) hand. A good argument in defense of fundamentality, then, will contain an assumption that stipulates an explanatory target; along with a second, crucial, assumption that tells us that no dependent entity is available to do the work that needs to be done. Disability imagery, whether photographs, posters, or verbal or written discourse, comprises multiple viewpoints or gazes, ranging from the impaired physical body to the disabling social environment. In some instances, photographic image and accompanying text combine to reinforce the notion of persons with disabilities as helpless and needy people. These conceptualizations not only emphasize obvious prejudices and limited thinking about persons with disabilities, but also illustrate the consequences: persons with disabilities tend to assimilate the oppressive images constructed by society. In order (...) to create positive images of, for example, persons with brain injury, epilepsy or hemiplegia, we need to develop a disability consciousness that allows us to re-imagine (dis)ability in ways that value individual identity. Philosophers have long struggled to understand our perceptual experience of temporal properties such as succession, persistence and change. Indeed, strikingly, a number have felt compelled to deny that we enjoy such experience. Philosophical puzzlement arises as a consequence of assuming that, if one experiences succession or temporal structure at all, then one experiences it at a moment. The two leading types of theory of temporal awareness—specious present theories and memory theories—are best understood as attempts to explain how temporal awareness is (...) possible within the constraints of this principle. I argue that the principle is false. Neither theory of temporal awareness can be made workable unless it is rejected. Our experience of temporal phenomena cannot be understood if we attempt to break experience down into instantaneous slices. In order to understand the perception of temporal properties we must look beyond the instant. (shrink)

This paper provides an exploration of whistleblowing as a protracted process, using secondary data from 868 cases from a whistleblower advice line in the UK. Previous research on whistleblowing has mainly studied this phenomenon as a one-off decision by someone perceiving wrongdoing within an organisation to raise a concern or to remain silent. Earlier suggestions that whistleblowing is a process and that people find themselves inadvertently turned into whistleblowers by management responses, have not been followed up by a systematic study (...) tracking the path of how a concern is repeatedly raised by whistleblowers. This paper provides a quantitative exploration of whistleblowing as a protracted process, rather than a one-off decision. Our research finds that the whistleblowing process generally entails two or even three internal attempts to raise a concern before an external attempt is made, if it is made at all. We also find that it is necessary to distinguish further between different internal as well as external whistleblowing recipients. Our findings suggest that whistleblowing is a protracted process and that this process is internally more protracted than previously documented. The overall pattern is that whistleblowers tend to search for a more independent recipient at each successive attempt to raise their concern. Formal whistleblower power seems to determine which of the available recipients are perceived as viable and also what the initial responses are in terms of retaliation and effectiveness. (shrink)

An argument against treating our bodies as commodities No one wants to be treated like an object, regarded as an item of property, or put up for sale. Yet many people frame personal autonomy in terms of self-ownership, representing themselves as property owners with the right to do as they wish with their bodies. Others do not use the language of property, but are similarly insistent on the rights of free individuals to decide for themselves whether to engage in commercial (...) transactions for sex, reproduction, or organ sales. Drawing on analyses of rape, surrogacy, and markets in human organs, Our Bodies, Whose Property? challenges notions of freedom based on ownership of our bodies and argues against the normalization of markets in bodily services and parts. Anne Phillips explores the risks associated with metaphors of property and the reasons why the commodification of the body remains problematic. What, she asks, is wrong with thinking of oneself as the owner of one's body? What is wrong with making our bodies available for rent or sale? What, if anything, is the difference between markets in sex, reproduction, or human body parts, and the other markets we commonly applaud? Phillips contends that body markets occupy the outer edges of a continuum that is, in some way, a feature of all labor markets. But she also emphasizes that we all have bodies, and considers the implications of this otherwise banal fact for equality. Bodies remind us of shared vulnerability, alerting us to the common experience of living as embodied beings in the same world. Examining the complex issue of body exceptionalism, Our Bodies, Whose Property? demonstrates that treating the body as property makes human equality harder to comprehend. (shrink)

It is worthwhile to search for forms of coding, processing, and learning common to various cortical regions and cognitive functions. Local cortical processors may coordinate their activity by maximizing the transmission of information coherently related to the context in which it occurs, thus forming synchronized population codes. This coordination involves contextual field (CF) connections that link processors within and between cortical regions. The effects of CF connections are distinguished from those mediating receptive field (RF) input; it is shown how CFs (...) can guide both learning and processing without becoming confused with the transmission of RF information. Simulations explore the capabilities of networks built from local processors with both RF and CF connections. Physiological evidence for synchronization, CFs, and plasticity of the RF and CF connections is described. Coordination via CFs is related to perceptual grouping, the effects of context on contrast sensitivity, amblyopia, implicit influences of color in achromotopsia, object and word perception, and the discovery of distal environmental variables and their interactions through self-organization. Cortical computation could thus involve the flexible evaluation of relations between input signals by locally specialized but adaptive processors whose activity is dynamically associated and coordinated within and between regions through specialized contextual connections. It is widely recognized by proponents of the notion that grounding can be, indeed is, overdetermined. Moreover, it seems safe to suppose that something of a consensus has emerged: grounding is overdetermined and there is nothing about it that we ought to find concerning. Not only is the overdetermination apparently not problematic, metaphysically speaking, but that grounding is overdetermined is not problematic, conceptually speaking, either. From a small sampling of alleged cases, however, no such conclusions can responsibly be drawn. And (...) without an account of when a fact is technically overdetermined, we are unable to reasonably answer questions about the acceptability of that overdetermination either. In this paper, I attempt to understand when a fact is technically metaphysically overdetermined. I argue that such an exploration reveals that nothing as regards the overdetermination of grounding is straightforward, and that the phenomenon is deserving of much more philosophical attention. Cognitive scientists have become increasingly interested in understanding how natural minds represent and reason about possible ways the world could be. However, there is currently little agreement on how to understand this remarkable capacity for modal thought. We argue that the capacity for modal thought is built from a set of relatively simple component parts, centrally involving an ability to consider possible extensions of a part of the actual world. Natural minds can productively combine this ability with a range of (...) other capacities, eventually allowing for the observed suite of increasingly more sophisticated ways of modal reasoning. We demonstrate how our (de)compositional account is supported by both the trajectory of children’s developing capacity for reasoning about possible ways the world could be and by what we know about how such modal thought is expressed within and across natural languages. Our approach makes new predictions about which kinds of capacities are required by which kinds of experimental tasks and, as a result, contributes to settling currently open theoretical questions about the development of modal thought and the acquisition of modal vocabulary in children. Our work also provides a more systematic way of understanding possible variation in modal thought and talk, and, more generally, paves the way toward a unified theory that will ultimately allow researchers across disciplines to relate their findings to each other within a framework of shared assumptions. Philosophical Authorship: The Posing of a Problem The nature of philosophy is itself a philosophical problem, a problem as old as philosophy. ...

My fundamental argument is that a collective concept of race that presumes that there are, or were at some point in the past, discreet genetic groups that have tracked along continental lines and that those differences are the fundamental basis for our folk and political groupings of white, black, Asian, Native American, and Pacific Islander is a fallacy that will always lead to social inequality. Such an understanding of race currently reverberates through genetic science, but for social and political reasons, (...) and with good intentions. But if we want to move toward a social order that promotes social justice, all of us across the sciences, throughout health policy, and in the wider public will need to reconceptualize race in terms of legacies of discrimination. We will need to shift our focus from molecular differences to social and political differences, especially when we conduct gene‐environment analyses. (shrink)

Author David Phillips has produced a clear, concise guide to Henry Sidgwick's masterpiece of classical utilitarian thought, The Methods of Ethics, setting it in its intellectual and cultural context while drawing out its main insights into a variety of fields.

Leslie’s doomsday argument purports to show that the likelihood of the human race perishing soon is greater than we think. The probability we attach to it, based on our estimate of the chance of various calamities which might bring extinction about (a nuclear holocaust, an ecological disaster, etc.), should be adjusted as follows. If the human race were to survive for a long time, we, livingnow, would be atypical. So our living now increases the probability that the human race will (...) end shortly. In this paper, I criticize some attempts to rebut the argument, and present my own. To facilitate the analysis, I consider a structurally similar problem, the “ShootingRoom.”. (shrink)

The Principle of Sufficient Reason is very seldom, if ever, referred to in the works of whom we might think of as the eminent Asian metaphysicians. In spite of this, the big picture metaphysical views available in the thought of philosophers such as Nāgārjuna, Fazang and Nishida appear to share certain structural features with views more familiar to us from our own tradition; views that explicitly accept or reject the Principle of Sufficient Reason. Nāgārjuna looks to develop a kind of (...) metaphysical infinitism, Fazang an extreme form of coherentism, and Nishida a species of foundationalism. These three positions - infinitism, coherentism and foundationalism - are typically thought to exhaust the spread of possibilities by those working within the Western tradition. -/- In spite of their similarities to positions advanced within our own tradition, the cosmologies of many of the giants of Asian philosophy are characterised by their rather striking conclusions. Amongst such conclusions for Nāgārjuna is that everything is empty; for Fazang that everything is identical to everything else; and for Nishida that everything depends on absolute nothingness. If the Principle of Sufficient Reason is playing a role in the derivation of such striking conclusions, then it looks that there are more options regarding the metaphysical structure of the world available to us than our own tradition typically courts. If, on the other hand, these striking cosmological conclusions are arrived at without any consideration of sufficient reason, then there may well be ways of reasoning about the overarching structure of reality that are powerful but unfamiliar to Western thinking. In this contribution, I explore what, if any, role the PSR might be playing in the thought of Nāgārjuna , Fazang and Nishida, and what we might be able to learn from it. (shrink)

Summary Edward Cocker was a well-known writing master and engraver during his lifetime, but is chiefly remembered for his posthumous arithmetic textbook, immortalized in the saying ?According to Cocker?. The book proved popular, being right for its time, and it remained in use for a century. It unexpectedly became the subject of controversy when Augustus De Morgan pronounced it to be the produce of its editor, John Hawkins. During the eighty years since the publication of the Principia, Newton's theories had been popularized. Based upon them, the first predicted return of any comet aroused anticipation and then elation. Contemporary accounts in widely-read periodicals show the interest in the vindication of gravitational theory provided by fulfilment of the prediction.

This article presents the design of, and students' responses to, a Web-enhanced course titled “Inquiry Methods Integrating Science, Mathematics, Technology, and Society (MSTS) in Elementary Grades.” The course was part of the pilot test of a novel approach to a compressed-time alternative pathway masters of arts in teaching degree for career-change students in elementary education. Students' responses indicated this approach to MSTS and inquiry served to unify many of the other courses in the degree program.
